In 1838 Lord Durham was appointed the Governor General of Upper and Lower Canada to seek solutions to the social unrest plaguing these colonies. Durham recommended the joining of Upper and Lower Canada to form a new colony, Canada, with responsible government. Most controversially he recommended that policies should advance the assimilation of French-speaking people in the development of an Anglophile country. [Suggest a different description.]
